Alisha Adams

Financial Consultant
Alisha has over 17 years experience assisting individuals with budgeting, debt elimination, protection management, and retirement planning efforts. She has worked closely with men and women incarcerated in Delaware’s prison system.  In her role as a Program Facilitator, Alisha has created and presents financial literacy programs in Delaware’s correctional facilities to equip inmates with the necessary tools to thrive financially on the outside.

Kira Bell

Senior Probation and Parole Officer, State of Delaware
Kira has extensive experience in case management, crisis assessment, cognitive self-change and anger management as they relate to juvenile and adult offenders. Kira has education and training in the fiscal management and economics of social service agencies; therapeutic crisis intervention; and organizational change and development.

Linda Brosch

Payroll Administrator, Murphy Marine Services, Inc.
Linda has over 20 years experience in fiscal administration and human resources. She has experience in employee screening, hiring, orientation, and employee relations in addition to negotiating union contracts and coordinating employee benefits.

Joseph Flanagan

Director of Business Development, Barclays
Joseph has extensive experience in the pursuit, development and negotiations of partnerships in the financial services industry. He has held leadership positions at Marlette Funding, JPMorgan Chase, MasterCard Worldwide and MBNA America Bank, N.A. in  business and product development. As the Director of Business Development with Barclays, one of the largest banks in the world, Joseph is responsible for product development, value proposition, business case and sales of co-brand partnerships in the credit card business.

Michael Fleming

Head, Global Medical Communications, GSK
·       Michael is a senior executive with extensive global experience in strategy, marketing and communications, digital media, corporate responsibility, community program development, public policy, political campaigns and publishing. Past responsibilities at GSK have included corporate brand management and charitable investment for this leading bio-pharmaceutical and consumer healthcare company. Earlier in his career, Michael was a senior aide to the late Senator William V. Roth, Jr., first as a legislative assistant on Capitol Hill and then as Wilmington state office director.

Fleming is a co-founder of, an award-winning community-focused website.  

Joe Hickey

Retired, Executive Director of St. Patrick’s Center and State of Delaware Deputy Director of Human Resources
Under Joe’s leadership, the St. Patrick’s Center won the Superstar in Business Award (nonprofit category) from the Delaware State Chamber of Commerce and the Community Service Award from the City of Wilmington. The Center provides emergency food, meals, clothing, day shelter for homeless, clothing, transportation, and senior activities for people in need on Wilmington’s east side in a welcoming, dignified, respectful, and caring environment. Prior to Joe’s leadership of the St. Patrick’s Center, he worked for the State of Delaware as Deputy Director of Human Resources and as Training Director. Joe’s awards include the State of Delaware’s Award for Excellence and Commitment in State Service and the US Department of Labor’s Distinguished Career Service Award. 

Samantha Lukoff

Commissioner, Family Court, State of Delaware
Samantha has more than a decade of experience in the legal field, beginning as a Deputy Attorney General for the State of Delaware, and including several years as legal counsel for the City Council of the City of Wilmington. During her former tenure as the Chief of Staff’s Deputy for the Mayor of Wilmington, she focused on creating impactful public policy and combating the sources of crime. 

Brady Muhammad

City of Wilmington and Project New Start Graduate
Brady is a June, 2014 graduate of our New Start reentry program. Following graduation, he secured temporary employment with the City of Wilmington as a general laborer but was quickly hired as a permanent full-time Equipment Operator due to his outstanding work ethic. Brady’s experience of 13 years of incarceration has allowed him to gain an understanding of the sacrifices one must make to maintain and grow in life after incarceration. He contributes great value as a mentor to New Start participants due to his commitment to support the well-being of individuals transitioning from prison to freedom. 

Avie Silver

Development and Communications Consultant
Avie has experience in a variety of business development and marketing roles for both for-profit and non-profit entities. She has achieved great success assisting Mobius New Media, the Gannett/News Journal/Spark publications, and the American Heart Association in their marketing and fundraising activities. Avie is a 2016 graduate with Leadership Delaware.

Kristin Sommers – Board Chair

Grants Administrator, Welfare Foundation
Kristin has been responsible for the communications, marketing, programming and membership activities of the Delaware Grantmaker’s  Association; and is the past Vice President of Communications and Marketing for the Delaware Alliance for NonProfit Advancement (DANA) where she led DANA’s rebranding process through launch in 2013; built and launched a new website and database management system; built social media presence from the ground up on multiple platforms; and taught social media as a sector leader/expert. She is the past Marketing Communication and Community Relations Manager for the National Brain Tumor Society. Kristin is a 2015 graduate with Leadership Delaware.

Deborah Williams

Training and Organizational Development Consultant
Deborah has more than 20 years experience in corporate learning and development. She has an extensive background in designing, developing and implementing enterprise-wide training and education for a range of topics including sales, coaching, customer service and human resource initiatives for a range of organizations including financial services, public utilities, government and non-profit agencies.
